NIGER HoS UNVEILS CRITERIA FOR DIRECTORS’ CBT

The Office of the Head of Service, Niger State, under the leadership of Alhaji Abubakar Sadiq Idris has announced the eligibility criteria and conditions for participation in the forthcoming Leadership Re-Orientation Programme and Computer-Based Test (CBT) for substantive Directors on Grade Level 17 in the State Civil Service.
In a circular dated 6th July, 2026, addressed to the Secretary to the State Government, Chief of Staff, Clerk of the House of Assembly, Permanent Secretaries and Heads of Agencies, the Head of Service directed all Ministries, Departments and Agencies (MDAs) to urgently bring the guidelines to the attention of eligible officers.
According to the circular, only substantive Directors on Grade Level 17 who meet the stipulated requirements will be considered for the refresher training. Directors who participated in the July 2025 Retreat are not eligible, and any nominations submitted on their behalf have been cancelled.
The eligibility conditions include candidates must be substantive Directors on Grade Level 17 in the Niger State Civil Service, candidates must have served for at least two years as Directors, they must not be due for retirement on or before 31st December, 2027.
Other criteria stipulated in circular indicated that candidates must not have any pending disciplinary case.
The Head of Service further stated that the selection process will be merit-based and highly competitive, involving a Computer-Based Test (CBT), written examination, ICT proficiency assessment, and oral interview. Resource persons from the Civil/Public Service as well as private institutions may participate in the selection process to ensure transparency and professionalism.
The Office of the Head of Service urged all concerned Ministries, Departments and Agencies to treat the directive as urgent and ensure that only qualified candidates are nominated for the programme.
The leadership re-orientation initiative forms part of the Niger State Government’s commitment to strengthening the capacity, professionalism and efficiency of senior civil servants in line with ongoing public service reforms.
